best way to alert if an event is positive?

What do you mean by active? If they're not supposed to be listening then
you could use check_tcp/check_ftp with the negate wrapper to return OK
if they're not listening on their respective ports and CRITICAL if they
are.

If you need a more specific test you'll need to describe more
specifically what you're looking for.
