Yes, but if you read his post in detail you would see that he did have
the devel libraries installed and even gave configure explicit paths to
them.  More likely is that he has an old version of GD installed that
does not have the necessary subroutines because the GD API used by Nagios
relies on stuff that his version of GD does not implement.  There are other
possibilities including compiler/linker issues and make issues, but my
first approach (having read his post in more detail than you but still
only having skimmed it) would be to install a more recent version of GD.
