avail.cgi incorrect statistics

Hi

Seems like you run the cgi with "assume initial states" and "assume state
Retention" flags on.

If these options dont corrulate with your options in nagios.cfg, you'll might get wrong
Results, i've seen this a couple times with the 1.2 cgi's at least.

Check your nagios.cfg, and run avail.cfg with correct flags if the options differ.
