It looks like, that you have not defined any check_peroid for your host. 
  You could try to exclude the host of the vpn-service of the nagios 
check via giving the host a check_period. Nagios should not run a check, 
when there is no time period defined.

Can you report, whether a check_period for the host solved the problem. 
The Docu misses exakt this point.
