NC_Net - Beta Release of Passive checks V 2.17

This new version of NC_Net incorporates most of the feedback that I
have been recieving over the past few weeks.  Other than the
documentation being rewriten, it also includes several Bug fixes. 
Some new featchures are also incorperated into this version. Passive
checks can be configured using either the Check # or the Check_Nt -v
check_name.  Both Passive and Active checks can be started or stoped
dynamiclly through commands.  (If both are stoped you need to restart
the service) Startup configuration is recorded into its event log
started entry.

Some of the bug Fixes include:
Installing to Non-Default location Fixed- now NC_Net check the registy
for the installed location.
Event Log had some issues with the filters being parsed correctly -Fixed
Some average per X Performance counters were returning 0 instead of
correct Value. - Fixed
