2nd tier escalation problem

I have the following in my /etc/nagios/escalations

define hostgroupescalation{
        hostgroup_name          hosts-high-priority
        first_notification      2
        last_notification       3
        notification_interval   0
        contact_groups          escalation_level_1
        }

define hostgroupescalation{
        hostgroup_name          hosts-high-priority
        first_notification      3
        last_notification       3
        notification_interval   0
        contact_groups          escalation_level_2
        }

The level_1 escalation kicks in as expected but the level_2 escalation doesn't kick in at all. Not only that, it also appears that the regular notifications stop as well in other words: after the level_1 notification gets sent I stop receiving any alerts for this host until it comes back up. That's when I get the expected host up alert.

I've read the escalation howto several times now and can't see what's wrong with my setup. Besides, even if there was somehting wrong with it, at least the regular notification should be triggered again after 3 notifications and not even that happens.
I run gentoo 2.6 kernel and nagios 1.2

Anyone ?
