Exclude doesn't seem to work?

I've seen in messages on this forum, that nagios 2 supports exclusions 
using the '!' wildcard. This doesn't appear to work for me? Is there any 
nagios configuration variable I should be setting to enable this 
feature? Also regular expressions seem to behave quirky in version 
2.0... I sometimes have to use '.*' rather than '*' to represent all 
hosts/services. Any tips would be much appreciated.
