staile services on nagios restart

I have a setup with 1 central server and 7 distributed servers. I use
NSCA to send the service check data from the distributed servers to the
central server.
Things work great until I restart the nagios daemon on the central
server. For some reason all services on all the distributed servers
become stale after the restart, and stay that way for another 10-15
minutes before the NSCA checks start being processed again.
I have no idea what would cause this, and believe me, getting 100+
pages to my cell phone is not what I call a good time. Especially since
I'm restarting nagios a lot lately as I'm trying out new things and
changing settings. Any ideas?
