Since nagios always assumes the host is up the other service checks
continue to execute and notify as they would if the host was determined
to be up through some other means.

There are several caveats and limitations on functionality if you do not
perform host checks that may or may not be applicable under specific
monitoring configurations. The vast majority of these are fairly obvious
and as such are left as an exercise to the those thinking about using
this functionality.
