Passive Checks using sen-ncsa

Hi,
 
Can anyone tell me how I need to setup the service to enable a nagios
server to accept and process a service notice sent from a nagios-client
using send-nsca ?
 
I am using nagios version 1.22 
I have enable-passive-check set to 1 in my global config.
 
Currently the only way I can get it to process the request is if I send
a notice using the name of a current service.
