complex notification problem.

Hello All. I am hoping somebody can help me with an unual notification
requirement.

I have set up contacts with both email and pager addresses (the pager is
simply emailing to a SMS gateway).
I have also set up numerous services to be monitored.
Here is the tricky part.

If an alert occurs on service A I want to email Contact 1 and page Contact 2
If an alert occurs on service B I want to page Contact 1 and email Contact 2

Of course there are many contacts and many services so it gets
complicated fast but the gist of the problem is how do I specify a
contact and a method in response to an event.
