Create one service escalation for multiple services on the same h ost

Is there a way that I can create one service escalation that will cover
all the services on one host?  I will explain my setup:

I have 5 hosts that I am monitoring now, however, by Nov. 2004, I will
have close to 250 hosts that I will be monitoring.  Each host hast 16
services (5 Active and 11 Passive) that Nagios monitors.  These hosts
are located all over the country and a few in other countries, all
connected by a private WAN comprising mostly ATM routes, with a few DS3
and T1 routes interleaved.  

Various people will be responsible for these hosts depending on what
part of the country/world they cover.  I want to setup service
escalations for each unit to escalate notifications to these people, as
well as the managers and administrators located in our central
facility.  The problem is, by the time I get all my hosts online, I will
have close to 2000 service escalations defined in my escalations.cfg
file.  I NEED to trim that down to keep nagios more manageable.

Is there a way to define something like a service group, kind of like
you can define contact groups and host groups?

If I set a host escalation, will this escalate all notifications from
all services on a host, or will it just escalate host notifications
(I.E. check_ping, etc...)
