Error: Could not open command file '/usr/local/nagios/var/rw/nagios.cmd' for update!

I've just set up Nagios 1.2 up on a Fedora Core 9 box and most of it
seems to be working correctly. However if I want to add a comment to one
of my hosts I get the error "Error: Could not open command file
'/usr/local/nagios/var/rw/nagios.cmd' for update!" I've followed the
instructions on http://nagios.sourceforge.net/docs/1_0/commandfile.html
to no avail. If I look at the apache access log I see 

10.10.10.100 - nagios [11/Nov/2004:11:33:21 -0600] "POST
/nagios/cgi-bin/cmd.cgi HTTP/1.1" 200 1710

ls -asl -->  4 drwxrwsr-x  2 nagios nagios  4096 Nov 10 22:22 rw

ls -asl -->  0 prw-rw----  1 nagios nagios    0 Nov 10 22:22 nagios.cmd

tail /etc/group  -->  nagios:x:503:nagios,nobody

I'm stuck on trying to figure out what is happening here so any
assistance would be greatly appreciated, I've looked through the list
archives and tried some of the suggestions there but to no avail as
well.
