Notification first time

Hello!

One little Question, if i set a Service for Notification Interval 20 minute
retry check interval 3 maximum check attempts to 3
and Notification Options to

 Warning
 Critical
 Unknown
 Recover

why does the notification comes the first time after 20 minutes?
Did i configure something wrong or can i set it somewhere else that the first
notification is sent just in the moment the status changed?
