0 - Please post to the list in a plain-text format only and repeatedly posting the same question is generally considered rude.

1 - As indicated in the documentation that you quoted, /usr/local/nagios/sbin and /usr/local/nagios/share, presuming that's where you've installed nagios.

2 - htpasswd.users must be created by you using the htpasswd command, as documented and quoted by you in a previous email. If you can not create the file verify that you are running htpasswd as a user that can write to the destination file that you are specifying. If you still cannot create it than any error message, directory permissions and steps you have taken to troubleshoot besides writing the list would be helpful.
