Possible problem with notifications in Nagios 1.2

I have been trying to set up Nagios 1.2 to replace Big Brother, but I
have found that Nagios only sends out notifications sporadically; even
though the web interface may indicate a host as being down, no
notifications are sent.

The Nagios server is running on Solaris 9, and I have occasionally
gotten it to send notifications, so the notification commands do
appear to be set up properly, it's just that the commands aren't even
being run when a host/service goes down.

I have seen other reports of this issue on the squareBOX forums; see

issue.  I noticed in the changelog for 1.2 that the notification logic
was changed.  Is it possible that that was where the bug came from?
