problem with web interface

I would kill all the nagios processes and verify they are ALL gone.  I've
heard of multiple Nagios "instances" running that could cause problems like
these.

enable_notifications=1
enable_event_handlers=1
enable_flap_detection=0

In notification tab it does say that notifications are sent.
