Multi-tier failover

Has anyone implemented a distributed monitoring system that also
has failover capabilities that would care to share their
methodology? The documentation doesn't cover the combination of
the two and I'm looking for some ideas on how to implement it.

Particularly I'm wondering how to handle the OCSP dynamically
determining which central server is configured to handle the
result.
