Host does not "recover"

just an example
when a Host gets into Down state (eg after a Reboot) 
5 Minutes later the system is fully operational, nagios does not change the state to OK again
 
or if a service becomes unavailable for a short time, at a certain time the host gets down status, and is not recovered even when the service becomes available.
 
 
how to configure this in a correct manner?
