Sending SNMP traps ?

Yes, you do. You need the snmptrap program to send traps.

Yes. Simply installing it won't make nagios automagically send traps for 
every problem that may arise. You'll have to do a lot of configuring and 
script-hacking for it to work. Look into event-handlers in the nagios 
documentation.
