all services announce back instead of only host back ==> notification flood

I'm not exactly sure what the correct behavior should be as the
documentation is a little bit unclear on this subject, specifically the
statement "Note: Notifications about host or service recoveries are only
sent out if a notification was sent out for the original problem. It
doesn't make sense to get a recovery notification for something you
never knew was a problem. " so I'll leave it to others to expand on that
but IMHO, it's not necessarily a bad thing to get those notifications. I
for one wouldn't want to just get a Host recovery notification and just
have to assume that all the services running on that host came back up
properly. Assuming is bad, give me proof that they're back up.
