Triggering the "Network Outages" display under Tactical Overview

Network nodes and server nodes are essentially the same thing, but you use 
the parent directive to tell Nagos that certain hosts are required in 
order to access other hosts. When a host that is the parent of some other 
hosts goes down, you'll see the Network Outage field trigger.
