Installing devel packages............

Hi folks,
I tried to install the devel packages for libpng,libjpeg,zlib,xpm and
for freelib.when I install it ,it gives me the following error that the
package have been installed.
I have installed the above said packages in binary and now I tried to
install the devel packages using rpm's from rpmfind.net .
What and where is the problem? Is devel packages and the packages with
source, both  same? Because of this I am not able to view statusmap
,trends and alert histogram.I have read in a Faq's that devel packages
are necessary.are there any other solution to my problem.
