contact groups in hostgroups versus services?

Groups in the contact_groups for a host get notified when the status of the
host itself changes.  Groups in the contact_groups for a service get notified
when the status of the service changes.  

So, say you have an database server... the sysadmins can be notified if the
host goes down, but your DBA can be notified if the database itself goes
offline.
