Understanding the Nagios Eventlog

I've read the doc's and understand that Host's don't get checked until a
service fails but the info I find in my event log appears to tell a
different story.  Am I misunderstanding something/reading the log wrong?  Or
is do I have a config error?  Or is this what is supposed to be happening?
