Search for authorized_for_ in cgi.cfg configuration file. Options are
self explanatory, but are documented here:
http://nagios.sourceforge.net/docs/1_0/configcgi.html#authorized_for_system_commands

Sections:
System/process information access
System/process command access
Configuration information access
Global host information access
Global host command access
Global service information access
Global service command access

If this does not work, check if you have cgi.cfg accessible by your
webserver.
