send_nsca configuration confusion

The concept of a check command has no real meaning in the context of 
passive checks. Create a dummy check command for those sort of checks. For 
the services file just create a service with the same name / host as the 
one you are specifying in send_nsca, and be sure to set 
active_checks_enabled = 0 for that service. Read up on freshness checking 
for more about passive checks.
