Sheduling downtime not allowed

in my file cgi.cfg there is this line:
authorized_for_system_commands=nagios

and the user I log in into the apache via my browser is also called nagios!

What do you mean?  in the conf-file everey entry is on ith single line with 
free lined between it and with much comments on it. I did not post this in 
my message because it would genrate a too large email
