have you shut down nagios and made sure you have no stale nagios processes 
running before starting back up?

Did you check out your cgi.cfg in /whereever nagios is/etc/? 
Yes, my cgi.cfg has never changed from when I used on the working 
production nagios server. 


 Make sure you have the user you are logged in as on the Web GUI specified 
for access or a '*' meaning all users. 
I have the user rblair as the user in the little box in the upper left 
hand corner of my web browser.  I have either 'rblair' or '*' set for all 
authorized_for_.xxxxx options.
