Delaying email notifications

Hi,

We are using Nagios 1.1 to monitor around 300 sites over multiple WAN
links. A lot of these sites tend to flap fairly often, and Nagios will
often report them as down and send an Email notification. Management
wishes us to set email notifications only if a site has been down for
more than a specified time, such as 30 or 60 minutes.

What would be the best way to achieve this?
