Thanks.  I actually got some help already (may have been off-list.  I
didn't pay attention).

It turns out that I had a typo in the ps string in the check_nagios
args.

You probably need to edit your nagios_check_command in cgi.cfg. If you
post your current command and a brief ps -ef output including the nagios
process, someone is bound to be able to help.
