How to monitor without SNMP?

I am in an environment where they don't allow SNMP for monitoring. I used to
configure MRTG to get File System, CPU and other reports in past
I found that there are some left over installs of Zabbix too.
Can someone suggest what is the best freeware available to report
graphically  CPU, File Systems Usage etc.?
