resource.cfg and $USER1$

Is test.cfg listed under "resource_file  test.cfg" and not as a normal
include?  I ask because the logic for reading the resource_file is discrete
in the source code I've examined.  It has its own rules.  Definitions
probably don't work in any other file.

(note that I've only been hackng nagios source for 2 days, so forgive me
when I put my foot in my mouth)
