resource.cfg and $USER1$

Yes.

mon-dev:/opt/nagios/etc# /usr/local/bin/setuidgid nagios

mon-dev:/opt/nagios/etc# ls -l test.cfg
-rw-r--r--    1 nagios   nagios         28 Nov 20 11:38 test.cfg

Permissions are correct (same as they are on all the other files).

It simply does not work.
