I'm assuming you're probably having problems with the web cgi's.  You 
will need to add the webserver user (probably apache or nobody) to the 
group nagios.  The webserver needs to have write permissions to this 
file, and if the only way you get it to work is to 777 the file, then 
it's obviously not a part of the group that has write permissions.
