And you've got .htaccess in these directories?
 
  /usr/local/nagios/sbin
  /usr/local/nagios/share
 
And does .htaccess contain the following?
 
  AuthName "Nagios Access"
  AuthType Basic
  AuthUserFile /usr/local/nagios/etc/htpasswd.users
  require valid-user

And of course nagiosadmin is defined in htpasswd.users?
