web auth help

I read the manual, and set up everything step by step.  I have set up nagios many times and have never had this problem.  But when I go to my servers website nagios.server.edu/nagios/, it does not even prompt me for a password, and I have the auth in my nagios.cfg set to 1.  IT just doesnt prompt me for a name and password.  Any ideas would help alot
