cgi permissions

I encountered this error during my first installatio of Nagios... there 
are two possible causes:
1. you haven't configure .htaccess authentication in your cgi's & also 
your httpd.conf must be configured
2. you haven't created a user for nagios using htpasswd
3. or you haven't authorized the user you've just created to access the 
cgi's
