I encountered this error during my first installatio of Nagios... there
are two possible causes:<br>
1. you haven't configure .htaccess authentication in your cgi's &
also your httpd.conf must be configured <br>
2. you haven't created a user for nagios using htpasswd <br>
3. or you haven't authorized the user you've just created to access the
cgi's<br>
