Use check_snmp for any machine connected to the hub and look at

IF-MIB::ifAdminStatus.1 = INTEGER: up(1)
IF-MIB::ifAdminStatus.2 = INTEGER: up(1)
IF-MIB::ifOperStatus.1 = INTEGER: up(1)
IF-MIB::ifOperStatus.2 = INTEGER: up(1)

If the link isn't up, then the hub isn't up. This would work best if the
nagios machine is plugged into the hub, since he should have a modem on
him and could actually notify you of the lack of a connection.
