Try running "qpage -d -q 1". This puts it into debug mode, and you can
watch it startup to see where it fails.

Have you checked the perms on /etc/qpage.cf?

Also, qpage if I recall will give you an "Error reading configuration
file" if you've made a typo... You might doublecheck your key=value
pairs.
