Timeperiod already been defined

This line includes timeperiods.cfg

> cfg_dir=/usr/local/nagios/etc/templates/

This line includes any files in the templates dir - including timeperiods.cfg
again.  Remove the first redundant cfg_file directive and you should be fine.
