Permissions on outage.cgi

When using "authenicated contacts" no matter what I do, I get a
"permission denied" when going to the "Network Outages" CGI.  Everything
else seems to run great, and the authenticated contact has plenty of
hosts underneath it.  Anyone have any suggestions?
