check_procs CRITICAL Interpreted as OK

Which version of check_procs? What do you get on the command line? What is
the return code on the command line?

A quick visual check of check_procs.c v1.9 (release 1.3) says that all
CRITICAL messages should return with STATE_CRITICAL = 2.
