there are many possible scenarios that can produce the effect you are referring to, look
at your refresh rate of the CGI's is it set really high? look at your check times on a
particular service and see if they are set too high? if your not expecting to check a
service how can you expect it to refresh.
if you have all your checks configureed to 10 minutes and you have your configuration set
to execute checks in such a way that possibly your rotation of checks is such taht the
refresh of your browser actually caches the data and supplies you with the same detail as
before. when using the details.cgi it is highly possible to not see a screen refresh even
though behind the screen it actually is. but because we are talking the Details CGI i
would look directly at the refresh rate for your cgi's, if this is set to a very high
number, even though the nagios daemon is running, the data passed to the browser will not
be refreshed...

try setting this rate to every 30  seconds.. and see if this provides your solution,
again this number is normally pretty high, and i think the default is actually set to 90
so, that is a minute and a half before the cgi will refresh. if its set to higher at
least drop it down to this level as in most cases 90 is a pertty good tradeoff..
