distributed monitoring involving machines running nagios and netsaint

Folks,

I have setup a test machine running nagios b6 that has all the
services configured (in template format). I have also set it up as a
central server that would get data from our distributed machines
running netsaint 0.0.6. The test machine running nagios is not able to
pick up any results from the distributed machines. Here are the steps
taken to investigate the problem.

a) Checked that "submit_check_result" files on distributed servers are
   configured correctly to send data to new central server running
   nagios b6.

b) used tcpdump to sniff traffic from distributed servers are being
   sent to the new server.

c) sniffed traffic on the central server to check for stuff coming
   from distributed servers.

d) used "netstat" to see that central server is listening on port "5667"

e) verified that the permission on the file "nagios.cmd" and
   /usr/local/nagios/var/rw are in accordance with recommendation from docs.
   However nothing is getting written to this file.     

f) Read various parts of nagios docs regarding config of distributed
   monitoring.

I have not found anything related to "not being able to get passive
results" from distributed machines running netsaint to the central
server running nagios.

My question is, is it possible to do so, if not any work arounds, if
that is not possible then I guess I need to locate another test
machine to clone it with one of our current distributed servers but
changing to nagios setup instead. This way if I am able receive
results from the new machine then I can safely say that nagios server
cannot receive passive checks from netsaint machines.

Any help by nagios/netsaint community will be greatly appreciated.
