notification rules

I use nagios's host-alive check (ping) to verify access to 300-400
devices. mostly outside our network.  I would like to set nagios to
email a notification after 2 fails and then again at a state change (ie
host is back up).  Currently I get multiple messages for the down state
and the final up state message.  Does anyone do this currently or know
if its possible?  I'm pretty sure that with escalations I can send other
notifications (IM, Page, etc) if needed (down time duration to long).
