I had the same problem after applying SP3 the monitoring failed on one of my servers. The problem was in Windows because not even the built in performance monitor worked.
The same problem has been discussed on this list mabye a week ago, and the solution I came up with after reading it was yet another reboot...

Afternoon everyone,

I have already sent an email to the author of NS client but so far I
haven't received anything so Ill ask here.  I recently have had two 2k
machines that have stopped responding to check_nt queries, and getting a
connection refused. Both were sp3, and the interesting part is that when
the problem stared happing they were both giving me perfmon errors event
id 1016, and nsclint reported that "CollectData Failed".  I'm not all
that good with NT but it seems perhaps that the perfmon stuff perhaps
may have gotten corrupted.  If anyone has any insight please let me know
