BTW, the times in the example don't match up, but that shouldn't be
the problem.

Here is an example where the times do match up:

[1038175223] EXTERNAL COMMAND: SCHEDULE_SVC_DOWNTIME;somehost;SOMESVC;1038178800;1038211200;1;0;/usr/local/bin/reportdowntime.pl;automatically scheduled;

[1038178800] SERVICE DOWNTIME ALERT: somehost;SOMESVC;STARTED; Service has entered a period of scheduled downtime

[1038211200] SERVICE DOWNTIME ALERT: somehost;SOMESVC;STOPPED; Service has exited from a period of scheduled downtime
