BUG? load reports wrong

Once again I have to ask this.. Why are the load values wrong? All my
servers are showing a load average of 1.00, 1.00, 1.00 or barely above those
values, YET THEY ARE IDLE.
 
e.g.:
 
[root at PS-NAT etc]# ../libexec/check_nrpe 10.1.82.30 -c check_load
load average: 0.00, 0.00, 0.00
 
This same server on the GUI shows:
 
load average: 1.27, 1.09, 1.02 
 
with the last update occurring less then a minute ago.
 
Other servers also show 1,1,1 that have been idle for a week now.. is this a
bug?
